HK targets 4,500 beds in first hostel-led land sales

The government has invited EOIs for sites at Kai Tak, Siu Lek Yuen (Sha Tin), and Tung Chung East.

The Development Bureau has invited expressions of interest for post-secondary student hostel projects at three commercial sites in Kai Tak, Siu Lek Yuen (Sha Tin), and Tung Chung East.

The move follows the Hostels in the City Scheme launched in July 2025, which allows private developers to convert commercial buildings into student accommodation. The scheme was expanded later in 2025 to include new developments.

So far, 24 applications covering about 5,000 beds have been received, mostly for converting existing buildings. Of these, 22 proposals have met eligibility requirements.

The three sites are zoned for commercial use with basic infrastructure in place, meaning hostel projects would not require further planning approval.

The government estimates the sites could provide about 4,500 beds, depending on design.

Subject to market response, one or more sites may be sold by open tender in 2026–27, marking the first use of land sales to support student hostel development.

Submissions close on 20 March.
