Hong Kong stablecoin licences test bank readiness

Banks must build on-chain compliance and custody capabilities whilst local-currency tokens search for viable use cases.

Hong Kong’s first stablecoin licences are shifting the focus from regulation to execution as banks and payment firms prepare for a market carrying a HK$25m capital requirement and tighter distribution rules.

Dave Ding, Assistant Professor at the School of Accounting and Finance at The Hong Kong Polytechnic University, said institutions entering the market need to develop on-chain compliance and custody capabilities before expanding stablecoin services.

“The first very important capability for those financial institutions to build is their on-chain ability,” Ding said.

That includes on-chain know-your-customer checks, transaction and token monitoring, and systems for holding crypto assets. Ding said these requirements represent new operating capabilities for traditional financial institutions supporting digital payments.

Licensed issuers could also gain an advantage if regulated financial products increasingly require approved stablecoins. Ding said licensing could make enforcement easier by distinguishing compliant activity from transactions involving unlicensed alternatives.

The bigger commercial challenge is whether Hong Kong dollar stablecoins can gain traction against established US dollar-pegged coins.

Ding said demand could emerge from tokenised real-world assets whose smart contracts require transactions to settle using licensed Hong Kong dollar stablecoins.

Integration with Hong Kong’s Faster Payment System could provide another potential use case by linking blockchain transactions with conventional payments.

Ding described such integration as “a really fantastic bridge between the on-chain economy and the off-chain economy,” but said he was unsure whether regulators plan to pursue it.

Adoption will therefore depend on whether licensed issuers and financial institutions can build practical applications around the regulated tokens.
