ArchSD investigates public housing projects over quality issues

Problems first detected at Siu Lam in August.

The Architectural Services Department (ArchSD) has set up an independent investigation team to examine problems at three light public housing (LPH) sites: Lok On Pai in Siu Lam, Yan Po Road in Tuen Mun, and Sheung On Street in Chai Wan.

The move comes after quality issues were discovered at the Siu Lam project in late August.

The same contractor, Able & Chun Wo Joint Venture, manages all three sites. Recent inspections uncovered further on-site installation problems.

The investigation team will report directly to the Housing Bureau and the Development Bureau. ArchSD said the issues are related to on-site work procedures, not the quality of Modular Integrated Construction.

The contractor has been instructed to submit remedial plans immediately, with fixes expected within four to five months. Authorities will push for faster external works to meet the original project deadlines.

The Housing Bureau said it is closely monitoring the situation and stressed the need for timely completion with high quality and safety standards.

The government will hold parties accountable and may take regulatory action under relevant laws, including the Buildings Ordinance.
