HK launches 30-year tender for construction mega-hub
Developers face production quotas as Government tenders Tsing Yi site.
The government has opened an open tender for the Advanced Construction Industry Building (ACIB) in Tsing Yi, a new industrial facility for construction-related manufacturing.
The tender was launched on 23 January and will close at noon on 22 April. The site covers about three hectares and is currently a steel rebar prefabrication yard.
The project will be delivered under a 30-year build-operate-transfer contract. The successful bidder will finance, design, construct, and operate the facility before transferring ownership to the government at the end of the term.
Construction is scheduled to begin in the second half of 2026, with completion targeted for 2028.
Tender documents require the building to provide at least 15,000 square metres for steel rebar prefabrication, 5,000 square metres for multi-trade integrated mechanical, electrical and plumbing processing, and another 5,000 square metres of leasable industrial space.
Operators must meet minimum annual production targets.
Bids will be assessed using a two-envelope system, with 70% weighting given to technical and operational factors and 30% to price.
The government previously sought expressions of interest for the project in 2025 and received seven submissions from local and Mainland firms with feedback from that process was used to finalise the tender structure.
