Gov’t seeks public views on first five-year development plan
Key priorities include the Northern Metropolis and green transformation.
The government has launched a two-month public consultation on The First Five-Year Plan for Economic & Social Development of the Hong Kong Special Administrative Region (2026-2030).
The plan outlines the city’s development vision and strategic directions for the next five years, covering the economy, industries, spatial planning, infrastructure, and green transformation.
It will also focus on livelihood sectors such as healthcare, education, housing, welfare, and elderly care.
Secretary for Constitutional and Mainland Affairs Janice Tse said Hong Kong is introducing its first five-year plan after China launched its National 15th Five-Year Plan this year.
She said the plan will focus on the city’s advantages under “one country, two systems” and on strengthening its position as an international financial, maritime and trade centre.
“We will strive to speed up progress on our international innovation and technology centre and the Northern Metropolis. We will also help drive growth for the Guangdong-Hong Kong-Macao Greater Bay Area,” Tse added.
The government plans to publish the official blueprint within the third quarter of the year. The consultation will run until August 14.
