Civil service pay indicators set at up to 4.12%
The net pay trend indicators will be among the factors considered for the 2026 to 2027 civil service pay adjustment.
Net pay trend indicators for the 2026 to 2027 civil service pay adjustment have been calculated at 4.12% for the upper salary band, 2.64% for the middle salary band, and 1.17% for the lower salary band.
The figures were derived from the tentative findings of the 2026 pay trend survey and remain subject to validation by the Pay Trend Survey Committee.
Under the established civil service pay adjustment mechanism, the government deducts the payroll cost of increments from the gross pay trend indicators to arrive at the net pay trend indicators.
For 2026 to 2027, the average payroll cost of increments from 1989 to 1990 to 2019 to 2020 was used for all three salary bands, as these were lower than the actual payroll cost of increments for the year.
For the upper salary band, covering monthly salaries from $81,511 to $163,905, the gross pay trend indicator was 5.16%. After deducting the average payroll cost of increments of 1.04%, the net pay trend indicator was 4.12%.
For the middle salary band, covering monthly salaries from $26,590 to $81,510, the gross pay trend indicator was 3.67%. After deducting 1.03%, the net pay trend indicator was 2.64%.
For the lower salary band, covering monthly salaries below $26,590, the gross pay trend indicator was 2.33%. After deducting 1.16%, the net pay trend indicator was 1.17%.
