Gov't launches platform for low-flying vehicle economy

Regulatory Sandbox X studies the application of low-altitude vehicles in rescue, logistics, amongst others.  

Transport & Logistics Bureau and Civil Aviation Department has launched a development for low-altitude transport called the Regulatory Sandbox X initiative.

The initiative aims to explore the use of low-altitude vehicles such as cross-boundary drones, passenger aircraft, and study operation platforms for the vehicles, said Mable Chan, secretary for Transport & Logistics.

Twenty-nine Regulatory Sandbox X projects have already been implemented, Chan added. 

The projects span emergency and rescue, logistics and distribution, inspections and safety, maintenance and surveillance use, and low-altitude infrastructure, a government announcement said.

Applications for low-altitude transport studies are open until 9 January 2026, it added.

Two hundred industry professionals were briefed by the task force on the sandbox.
