Port dues cut for green ships as Hong Kong races to lead hub

Hong Kong is stepping up its push toward sustainable shipping by offering port dues concessions for vessels powered by green fuel and ships carrying green fuel, said Financial Secretary Paul Chan in his 2026-27 Budget Speech.
The government aims to attract more vessels to bunker green fuel in the city, supporting the development of a green maritime fuel bunkering and trading hub.
Additionally, it will launch an incentive scheme for green vessels registered in Hong Kong, encouraging local fleets to adopt cleaner technologies. These initiatives involve around $34m in government subsidies, and a legislative amendment later this year will provide more anchorages for green fuel bunkering operations.
"The government will take forward a legislative amendment exercise this year to provide more anchorages for green maritime fuel bunkering operations," Chan said.
Hong Kong is also leveraging its position as an international financial and maritime centre to support the green transformation of the shipping industry, helping finance the construction of new green vessels and retrofitting existing fleets.
The city is expanding its logistics capabilities as well, with plans for a Future Innovative Logistics Acceleration Scheme to enhance digital connectivity
About 32 hectares at Hung Shui Kiu/Ha Tsuen are reserved for a new logistics cluster linked to the Qianhai Co-operation Zone.
The government said it will invite industry interest for the first development site this year.
