Hong Kong rises to 15th in global innovation index 2025

It remains 5th in Asia.

Hong Kong climbed three places to 15th globally among 139 economies in the Global Innovation Index 2025, published by the World Intellectual Property Organization.

The city maintains its strong regional standing, ranking 5th in Asia.

The city’s “Innovation Input” ranking rose to 8th, while “Innovation Output” jumped nine places to 22nd.

The government said it is pleased with the results and reaffirmed that developing innovation and technology (I&T) is a policy priority.

Hong Kong has strengthened its I&T ecosystem with three major I&T parks, five key R&D institutions, and policies supporting research, technology transfer, and commercialisation.

Top scores in “Credit,” “Investment,” “Tertiary Education,” and “Knowledge Absorption” show Hong Kong is well-positioned for continued innovation.

The government plans to further enhance the I&T environment and attract global talent to build the city into an international I&T hub.
