
Gov’t gazettes amended Trade Unions Bill 2025
If passed, it will take effect six months after publication.
The government has published the Trade Unions (Amendment) Bill 2025 in the Gazette, proposing stricter regulation of trade unions to enhance national security and improve oversight.
The bill will amend the Trade Unions Ordinance to expand the powers of the Registrar of Trade Unions. This will strengthen supervision and enforcement under the National Security Law and the Safeguarding National Security Ordinance, the Labour Department said.
Officials said that the amendments will not affect the lawful operation of trade unions and will continue to protect the rights of residents to form and join unions.
The bill will be introduced into the Legislative Council on 30 April for its first and second readings. If passed, it will take effect six months after publication.
The Labour Department also said it will step up efforts to explain the changes to trade unions to support understanding and compliance.
