145 hectares of new land planned at Lung Kwu Tan
Officials say reclamation poses only a minor threat to surrounding ecosystem
The government has announced plans to reclaim land at Lung Kwu Tan, creating approximately 145 hectares of new land from the sea.
The proposed project is tentatively scheduled to begin in 2028 and also involves building a seawall and relocating a submarine outfall.
The reclamation will affect a total of around 240 hectares of foreshore and seabed.
According to the Civil Engineering and Development Department, the works are not expected to cause major ecological damage.
The planned area is located away from the habitat of the Chinese White Dolphins at the nearby Sha Chau and Lung Kwu Chau Marine Park, with the Urmston Road Fairway acting as a natural buffer. Officials say the project may have only minor impacts on the dolphins.
The government has made maps and the Environmental Impact Assessment report available for public inspection at government offices in North Point and Tuen Mun, as well as online at the Lands Department website.
People with legal rights or interests in the affected area may submit written objections to the Director of Lands by 2 March 2026. Objections must explain the nature of the interest and how it would be affected, according to the press statement.
