Hong Kong to set up cross-boundary data flow mechanism for AI research

It aims to become a hub for Mainland and global data exchange under new safeguards.

Hong Kong will introduce mechanisms to allow the cross-boundary flow of data from Mainland China for research and development purposes, Financial Secretary Paul Chan said at the AI Global Talents Connect event on 26 August.

Chan said the system will include safeguards and security protocols, enabling Hong Kong to serve as a testing ground for different applications and as a convergence point for Mainland and international data.

He noted that the initiative is part of the city’s strategy to strengthen its position as a global hub for artificial intelligence.

The Financial Secretary also highlighted plans to establish the Hong Kong Artificial Intelligence Research & Development Institute next year, with a focus on translating academic research into practical uses in sectors such as healthcare, finance, logistics and education.
