Hong Kong has climbed to fourth place in the International Institute for Management Development’s World Talent Ranking 2025, up from ninth last year.

For the second consecutive year, Hong Kong improved across all three ranked talent competitiveness factors.
Its ranking rose by eight spots to 20th in "appeal" and moved up by one place for both "readiness" and "investment and development" to third and 12th, respectively.
The city continued to lead globally in the percentage of science graduates, ranking third for the availability of finance skills and placing fifth for both management pay and the effectiveness of management education.
“Our ranking rose 12 places over the past two years, a clear testament to the Hong Kong SAR Government's enhanced efforts in education and talent development,” said Chief Executive John Lee.
The Hong Kong SAR government emphasised that it will continue to adjust measures to align with Hong Kong’s “eight centres” strategy, expand local training, and diversify recruitment channels.
By the end of August, the government had received more than 520,000 applications through its talent admission schemes, approving over 350,000.
More than 230,000 people had already arrived under these programs.
