Government opens tender for Central Harbourfront Event Space

The Development Bureau has launched an open tender for the new tenancy of the Central Harbourfront Event Space, with submissions closing on 13 February and the award expected before April, according to a government announcement.
The new tenancy will commence in July for a fixed five-year term, replacing the current three-year arrangement that expires on 30 June. The tender adopts a two-envelope assessment framework, increasing the weighting of technical proposals to 70% from 40% previously, while price proposals account for the remaining 30%.
Technical assessments will prioritise event diversity, visitor appeal and contribution to harbourfront vibrancy. The longer tenancy term is intended to support long-term planning and investment, with tenants required to meet committed event days or pay compensation to the Government if annual targets are missed.
Operational requirements include running public events on at least about 30% of days each year and providing food and beverage facilities of no less than 100 square metres within one year of commencement. Where no less than about one-third of the site remains unused or unrented for three consecutive days, the tenant must open that area for free public use.
The bureau has strengthened oversight provisions, requiring closer monitoring of event preparation, tripartite meetings before events, and regular reporting on licensing, ticketing and alignment with approved proposals. It also said the planned Airport Railway Extended Overrun Tunnel project will have limited impact, with works confined to the site fringe and major facilities located outside the event space.
