Tuen Mun LPH management contract open for bidding
Tender closes on 6 December.
The Housing Bureau has invited tenders for the third operation and management contract of Light Public Housing (LPH), involving a project at Tsing Fuk Lane in Tuen Mun.
This project, expected to provide about 1,900 units, is scheduled for tenant intake in the fourth quarter of 2025.
The contract covers occupant management, property maintenance, provision of social services, and the management of ancillary facilities. Eligible participants for the tender include property management companies with valid licences, non-government organisations, or collaborations between these entities, aimed at encouraging broader stakeholder participation.
Tender evaluations will focus on several criteria, including the management capabilities and relevant experience of the bidding organisations, their past service performance, proposed operation models, social service support, exit plans, and the use of information technology innovations.
The final decision will be made based on a consolidated assessment of both the technical proposals and tender price, ensuring that the selected operator can effectively meet the needs of residents.
According to the bureau, the LPH could fill short-term public housing supply gaps and improve living conditions for those in inadequate housing, adding that construction on several LPH projects has already begun.
