2024 Policy Address: 60,000 housing units to be built in Northern Metropolis

Over 150,000 housing units are expected to be built there over the next decade.

The Hong Kong government is planning to build 60,000 housing units in the Northern Metropolis, including 10 new public rental housing estates, over the next five years.

In his third policy address, Chief Executive John Lee said that the government is expediting development projects in the area and is planning to disburse land to develop an industrial park and other community facilities.

Amongst sites being mulled to be built is a new pilot industrial park by means of granting logistics sites in the Hung Shui Kiu/ Hja Tsuen New Development Area (NDA) to a company established and led by the government, said Lee said on 16 October 2024.

More details on the planned industrial park will be announced in Q1 2025.

Separately, the government will also consider flexible disposal of land with a view to driving industrial development, Lee said in his speech.

The government has also identified three land parcels sized between 10 to 20 hectares as pilot siles for a large-scale land disposal approach. These spaces have been earmarked for the provision of community facilities and will be granted to successful bidders for development. 

Over the next five years, the first batch of land at the San Tin Technopole will be offered to the market, and the new Huanggang Port building, providing co-location of immigration and customs clearance, will be completed, Lee said.
 
After 2029, Lee expects the number of new housing units in the Northern Metropolis to increase by 150,000, with over 10 million sqm of gross floor area earmarked for economic uses.

The first joint-user government building, in Kwu Tung North, will also be put to use, and the expanded North District Hospital will be ready for service by then.
 
As for transport, the construction of the Northern Link Main Line is scheduled for completion in 2034, and the Northern Metropolis Highway (San Tin Section) is set to open in 2036.
