Hong Kong ranked 24th out of 143 jurisdictions in the World Justice Project Rule of Law Index 2025, maintaining its overall score and position from the previous year.
Regionally, it placed 6th in East Asia and the Pacific.
The Hong Kong government noted that the city’s score is equivalent to those of the jurisdictions ranked 22nd and 23rd globally.
It also emphasized that Hong Kong continues to perform strongly in specific areas, ranking 9th globally in absence of corruption and improving to 15th in regulatory enforcement. The city remained within the global top ten for both absence of corruption and order and security.
Government officials attributed the results to Hong Kong’s regulatory and anti-corruption frameworks, describing them as comprehensive and effective.
Whilst rankings for criminal justice, civil justice, and constraints on government powers remained largely unchanged, the judiciary was reaffirmed as independent under the basic law.
