Hong Kong to build $1b AI Research & Development Institute

The institute will be formed by the Digital Policy Office.

Hong Kong is setting aside HK$1b for the development of an Artificial Intelligence Research and Development Institution (AI R&D Institute).

In his 2025-26 Budget Speech, Financial Secretary Paul Chan said that the institute will spearhead the R&D as well as industrial applications of AI. The Hong Kong’s Digital Policy Office will be given responsibility in forming the institute.

Separately, Chan said that the Cyberport’s AI Supercomputing Centre is on schedule to reach a computing power of 3,000 petaFLOPS in 2025.

Two pilot lines at the Hong Kong Microelectronics R&D Institute will also begin opening at the Microelectronics Centre in Yuen Long in 2026.
