Hong Kong to unveil first five-year plan on 16 September

Yearly priorities will reflect global conditions and economic forecasts, CE Lee says. 

Hong Kong will release its first Five-Year Plan for Economic and Social Development (2026-2030), along with the 2026 Policy Address, on 16 September, Chief Executive John Lee announced.

Lee said the Policy Address will serve as an annual report on the implementation of the five-year plan and set out policy priorities for the year based on the international environment, economic forecasts, and the blueprint’s progress.

Lee will announce the five-year plan at a Legislative Council meeting, which will be immediately followed by the release of the Policy Address.

He will also hold a press conference on the afternoon of 16 September and attend a television forum that evening to discuss the two documents.
