Hong Kong seeks interest for five logistics cluster sites

The 3.1- to 5-hectare parcels will form the initial phases of a 32-hectare development in Hung Shui Kiu/Ha Tsuen.

The Hong Kong government has invited the market to submit expressions of interest for five sites within a planned modern logistics cluster in the Hung Shui Kiu/Ha Tsuen New Development Area.

The exercise, conducted by the Transport and Logistics Bureau and Civil Engineering and Development Department, will help determine the project’s development model and future land-lease terms.

The government has reserved approximately 32 hectares in the new development area for the Hung Shui Kiu logistics cluster.

Five sites, each spanning between 3.1 and 5 hectares, were selected following a preliminary market-sounding exercise.

Three sites are in Zone B, which is designated for e-commerce logistics. One site in Zone A will focus on high-value goods, while another in Zone C is intended for freight forwarding and activities related to the low-altitude economy.

Development will be carried out in phases, with the three Zone B sites forming the first batch.

The Zone B parcels could be combined to support a larger-scale project and may become available by end-2027 or early 2028. The Zone A and C sites will be available at a later stage.

Through the expression-of-interest exercise, the government is seeking industry feedback on proposed development terms, infrastructure requirements, development scenarios, land-disposal options and financial viability.

The responses will be considered when the authorities formulate the cluster’s final development approach.

The conceptual plan also includes a fourth zone reserved for the depot of a proposed smart and green mass-transit system. A fifth zone has been designated for future expansion in response to changing logistics demand.

Located in the western part of the Northern Metropolis, the cluster is near Shenzhen Bay Port and has connections to Hong Kong International Airport and the Kwai Tsing Container Terminals.

The government said the location could support the development of modern logistics activities and reinforce Hong Kong’s position as an international logistics hub.

A briefing for interested parties will be held on 11 September. Expressions of interest must be submitted by noon on 13 November 2026.
