Gov’t to liberalise cargo fuel surcharge

This will take effect 1 January 2025.

The government said is set to fully implement the cargo fuel surcharge (CFS) liberalisation next year after a lead in period from 1 July to 31 December 2024 to give industry players time to prepare for the rollout. 

Authorities said the CFS liberalisation will allow airlines to set their own surcharge levels or choose not to levy these for flights coming from Hong Kong. 

Furthermore, this aligns with the global trend of deregulating fuel surcharges and encourages competition in the air cargo industry, the government added. 

A communication platform will be established to ensure collaboration with stakeholders for the smooth implementation of the policy.

Once in place, the Civil Aviation Department will require airlines to announce their maximum surcharge levels on their websites or other platforms for the public’s information.
