Tuen Mun - Chek Lap Kok Link delay causes additional $1b cost

The delay was primarily due to interfacing issues and unsatisfactory reclamation works.

Delays on the construction of the Tuen Mun - Chek Lap Kok Link (TM-CLKL) will incur an additional cost of more than $1b according to an audit report.

The delay in the TM-CLKL project was primarily caused by interfacing issues with the reclamation works for the Hong Kong Port (HKP) under the Hong Kong-Zhuhai-Macao Bridge (HZMB) project.

The unsatisfactory progress of the HKP reclamation works delayed the handover of work sites required for the Southern Connection (Contract A), resulting in a delay of 813 days (26.7 months), and the Northern Connection sub-sea tunnel (Contract B), which was delayed by 586 days (19.3 months).

Additionally, lateral movements of the HKP seawall disrupted subsequent construction activities, resulting in significant work variations, cost overruns, and substantial extensions of time.
