Ride-hailing regulations set for August rollout

Licence applications expected to begin by end-November.

The government has announced it has completed scrutiny of four items of subsidiary legislation for the regulation of ride-hailing services.

The subsidiary legislation supports the Road Traffic (Amendment) (Ride-hailing Service) Ordinance 2025, which was passed by the Legislative Council in October and submitted to LegCo on 27 May.

Most provisions of the new regulatory regime will take effect on 3 August, whilst the remaining provisions will come into force on 22 August 2027.

The legislation sets out details of the regulatory framework, introduces a combined driving test for taxi and ride-hailing vehicle drivers, specifies the cap on ride-hailing vehicle permits, and provides the commencement dates for the ordinance.


The government expects to begin issuing ride-hailing service licences in phases by the end of November, allowing licensed platforms to begin preparations.

Details of applications for ride-hailing service licences, vehicle permits, and driver permits will be announced later.

The Transport Department will also launch a dedicated webpage on Tuesday to provide the public with more information about ride-hailing services and the new regulatory regime.

It will also introduce the combined driving test for taxi and ride-hailing vehicle drivers on 3 August, with applications opening the same day.
