Consultation opens on stricter building management rules

The review targets large-scale works and high-value procurement.

The government has launched a one-month public consultation on proposed amendments to the Building Management Ordinance, with the consultation running until 11 September.

The proposed amendments address five main areas, including higher attendance requirements and voting thresholds for large-scale maintenance and high-value procurement, as well as improvements to the system for handling proxy instruments.

The amendments will also improve the system for declaring interests, strengthen the authority’s powers to enforce regulations, and clarify meeting procedures, the government said in a statement on 12 August.

The government said the updates are intended to address changing needs in building management, increase owners’ participation, enhance decision-making transparency, and better safeguard owners’ rights and interests.

“In February, the Government set out its key amendment directions at the Legislative Council Panel on Home Affairs, Culture & Sports,” it said.

The government added that views from preliminary consultations with the property management sector and Legislative Council members, along with new proposals, have been incorporated into the current consultation document.
