Planning Department and LandsD to strengthen enforcement against unauthorised developments

The two departments will launch a high-level communication platform.

The Planning Department and the Lands Department (LandsD) have announced plans to strengthen enforcement and improve procedures in response to recommendations from the Ombudsman’s Office. 

Both departments plan to collaborate more closely, including joint enforcement operations against large-scale unauthorised developments through a pilot scheme, and establishing a high-level communication platform.

The Planning Department will curb unauthorised developments under the Town Planning Ordinance. The recent amendments introducing a "Regulated Area" designation are expected to expand the land subject to enforcement, prompting the department to streamline its processes to manage the increased workload effectively. 

LandsD will also enhance its enforcement efforts, focusing on unlawful occupation of government land and breaches of private land leases. Cases will be prioritised based on risk, and the department will review its guidelines and improve staff training to ensure timely responses to non-compliance and lease violations.
