Hong Kong to tender residential site at Choi Hing Road, Kowloon

Hong Kong will tender a residential site at Choi Hing Road in Jordan Valley, Kowloon this quarter under its land sale programme to boost housing supply, according to an announcement on 9 October 2025.
Located near New Clear Water Bay Road, the site is expected to provide about 570 flats once rezoned for residential use. The rezoning process is expected to conclude within the quarter.
The government will require the developer to allocate part of the floor area for social welfare facilities.
The project will benefit from relaxed gross floor area exemptions for car parks, allowing no more than two storeys of above-ground parking to qualify for full exemption without underground construction. The measure is intended to lower building costs and shorten project timelines, the government said.
Including MTR Corporation’s Tuen Mun Area 16 project, residential land supply this quarter is expected to support around 6,420 flats.
Cumulative supply for the first three quarters of the financial year will reach about 12,430 units, representing 94%of the annual target, said Bernadette Linn, Secretary for Development.
