According to Colliers International, since the implementation of demand-side measures – Buyer’s Stamp Duty (BSD) and Special Stamp Duty (SSD) have served to slow down residential sales volume and the subsequent price growth, Chief Executive Leung Chun-ying has put his focus on supply-side measures in his first policy address speech given on 16 January 2013.

With determination to meet imminent land demand for housing developments, he has proposed a five-year housing development plan to ensure the provision of land supply with an ultimate goal to develop a more stable housing market.

These short-to-medium term measures would potentially provide 128,700 units - no exact timeline is provided for housing constructions and completions. These are the sources of land:

1) North East New Territories New Development areas

This will be the important source of supply for public and private housing. The 533 hectares of developable land will offer 53,800 units. The first batch of residential units will be completed in 10 years.

2) Hung Shui Kiu New Development Area

In the process of formulating a preliminary outline development plan for public consultation.

3) Developing the New Territories North

Plan to develop a modern new town on a similar scale to Fanling or Sheung Shui New Towns.

4) Review of deserted agricultural land in North District and Yuen Long

The 257 hectares of areas, mainly used for industrial purposes or temporary storage, may be used for housing development.

5) Development of Lantau Island

Tung Chung New Town Extension Study is conducted at present, aiming to explore the potential of developing Tung Chung into a new town with a more comprehensive and better developed community facilities.

6) Reclamation outside Victoria Harbour

Initially, North Lantau, Lung Kwu Tan in Tuen Mun, Southwest Tsing Yi and Ma Liu Shui near the estuary of Shing Mun River are among the sites that have been identified, providing a total of about 600 hectares of land.
