Hong Kong authorised to exercise jurisdiction at new Huanggang Port

The redeveloped crossing is expected to cut clearance time to five minutes.

China’s National People’s Congress Standing Committee has authorised Hong Kong to exercise jurisdiction over the Hong Kong Port Area and related sections of the redeveloped Huanggang Port once they are commissioned.

The new port will serve as a major 24-hour passenger land boundary crossing between Hong Kong and Shenzhen. It will adopt co-location and joint-clearance arrangements to streamline passenger processing.

Clearance time is expected to fall from about 30 minutes at the existing Lok Ma Chau/Huanggang Port to around five minutes.

The redeveloped port is designed to handle 200,000 passenger trips per day. Capacity could rise to about 300,000 daily trips after the MTR’s Northern Link Spur Line is commissioned.

Hong Kong’s jurisdiction will cover the port area, parts of the Lok Ma Chau Bridge located in Shenzhen, and connecting road surfaces. The State Council will determine the commissioning dates, boundaries, and size of the relevant areas.

Hong Kong will lease the areas from their commissioning date until 30 June 2047. The lease may be renewed subject to the discretion of the NPC Standing Committee.

The Hong Kong government said it will introduce the necessary legislation to the Legislative Council after receiving confirmation of the commissioning date from the State Council.
