Government opens EOI for the Hong Kong-Shenzhen Western Rail Link project
Deadline for EOI submissions is on 31 October.
The Transport and Logistics Bureau (TLB), together with the Highways Department (HyD), has invited expressions of interest (EOI) for the Hong Kong section of the Hong Kong-Shenzhen Western Rail Link (HSWRL) project until 31 October 2025.
The Hong Kong section of the HSWRL is planned to be implemented through an open tender. The HyD began the investigation and design work for it in mid-2025, aiming to have it ready for tendering in 2027.
The Hong Kong government also targets to complete the construction works by 2034. Both governments of Hong Kong and Shenzhen plan to commission the HSWRL in 2035.
The Hong Kong government invites the industry to provide further comments on the project scheme, procurement arrangement, financial arrangement, and implementation timetable of the project.
TLB said the feedback gathered from this move will allow the government to have a better understanding of the market's views on the construction and operation of the rail project’s Hong Kong section, so as to formulate more appropriate tender terms and details.
HyD will conduct an online briefing session to exchange views with industry organisations interested in submitting an EOI.
