Bruno Luk appointed as Hong Kong Land Registrar
This follows Land Registrar Joyce Tam's retirement after 35 years of public service.
The Hong Kong Government has appointed Bruno Luk Kar-kin, Deputy Secretary for Financial Services and the Treasury, as the new Land Registrar effective 6 November 2025.
He will succeed Joyce Tam Wai-yee, who will proceed on pre-retirement leave on the same day.
Secretary for the Civil Service Ingrid Yeung said “Mr Luk is a seasoned Administrative Officer with proven leadership and management skills. I have every confidence that he will continue to serve the community with professionalism in his new capacity.”
Tam will retire after 35 years of government service. As Land Registrar since 2021, she led continuous enhancements to Hong Kong’s land registration system and steered the legislative process for the Registration of Titles and Land (Miscellaneous Amendments) Bill 2025.
The bill laid the groundwork for implementing the city’s title registration regime, initially for newly granted land.
