ITF Funding schemes streamlined

Streamlines and consolidations take effect from 1 August 2025.

Funding schemes under the Innovation and Technology Fund (ITF) have been streamlined and consolidated, the government said, with changes taking effect on 1 August 2025.

The New Industrialization Support Scheme will consolidate the existing New Industrialization Funding Scheme, New Industrialization and Technology Training Programme (NITTP), and soon-to-be-launched Pilot Manufacturing and Production Line Upgrade Support Scheme.

Relevant measures of NITTP will also be changed, including changing the matching ratio for subsidising local enterprises to the government from 1:2 to 1:1, decreasing the funding ceiling for each enterprise per financial year to $250,000 from $500,000. Each trainee will also entitled to only one NITTP course per financial year.

The Research and Development Cash Rebate Scheme (CRS) will stop accepting new applications, except for ITF Projects and Partnership Projects submitted on or before 31 July 2025

Companies can continue to collaborate with R&D Centers or designated local public research institutes on already applied R&D projects and receive funding of up to 50% of the total project cost, and own the intellectual property rights of the project.

Applications for cash rebate of eligible ITF or Partnership projects should be submitted within 6 months after ITC accepts the final audited accounts.

For Patent Application Grant, R&D centers, designated local public research institutes, and enterprises can still receive funding support for patent registration fees through existing R&D-related funding schemes under the ITF.
