Energy use falls 18% from 2015 to 2025

Primary energy requirements fell 18.2% from 2015 to 2025 to 481 petajoules, according to the Hong Kong Energy Statistics Annual Report 2025 Edition.

Final energy requirements also declined 8.1% over the same period to 292 petajoules. On a per capita basis, primary energy use fell to 64.2 gigajoules, whilst final energy use dropped to 39.0 gigajoules.

In 2025, coal and oil products used for electricity generation amounted to 305 petajoules, accounting for 63.3% of primary energy requirements.

Electricity consumption also eased. Total local electricity consumption fell 1.3% YoY to 164 petajoules, whilst revenue from local electricity sales declined 1.2% to $66.1b.

Commercial users accounted for the largest share of electricity consumption at 66.2%, followed by domestic users at 27.0% and industrial users at 6.6%.

Gas consumption was broadly stable, rising 0.1% to 27,181 terajoules in 2025. Revenue from local gas sales increased 3.3% to $8.5b.

Domestic users made up 54.4% of gas consumption, followed by commercial users at 39.9% and industrial users at 5.7%.

Oil product import trends were mixed. Net imports of aviation gasoline and kerosene rose 6.4% to 7.7 gigalitres, whilst fuel oil increased 7.2% to 6.2 gigalitres.

Motor gasoline fell 12.6% to 0.4 gigalitres, LPG declined 9.3% to 273 kilotonnes, and natural gas dropped 2.3% to 4,016 kilotonnes.

Coal imports continued to fall, with net imports of steam coal and other coal down 11.2% to 4,238 kilotonnes in 2025.
