Hong Kong sets task force to align with 15th plan
Chief Executive to lead cross-bureau task force.
Hong Kong Chief Executive John Lee Ka-chiu will lead a cross-bureau, cross-departmental task force to align with the 15th Five-Year Plan and draft the city’s first five-year plan, Financial Secretary Paul Chan Mo-po announced.
In his 2026-27 Budget Speech, Chan said the move is intended to help Hong Kong integrate more actively into and serve overall national development.
He also described the recommendations for formulating the 15th Five-Year Plan as a strategic blueprint setting out the direction for the next five years.
Chan added that the recommendations give explicit support to Hong Kong in better integrating into national development, whilst consolidating and enhancing its status as an international financial, shipping, and trade centre, alongside ambitions to develop into an international innovation and technology centre and a hub for high-calibre talents.
The task force-led plan will be pursued “with the synergy between a capable government and an efficient market”, to drive high-quality, high-value-added, and diversified economic growth.
