
Gov’t seeks to enhance development of low-altitude economy
It can expand application scenarios for different low-altitude flying activities.
The government announced the amendments to the Small Unmanned Aircraft Order and the Air Navigation (Hong Kong) Order 1995, aiming to facilitate the development of the low-altitude economy.
The amendment proposes to add a new category C, covering aircraft that weigh over 25 kilograms (kg) but not more than 150 kg.
Anyone operating in Category C must obtain prior permission from the Civil Aviation Department.
Insurance requirements and a statutory fee to be charged on a full cost-recovery basis are also proposed.
Another proposal is that information about any small unmanned aircraft should be kept for six months and be accessible within Hong Kong.
Regarding air navigation, the Air Navigation (Hong Kong) Order 1995 (Amendment) Order 2025 serves to facilitate various unconventional aircraft in Hong Kong trials.
The Transport & Logistics Bureau said the proposals can expand application scenarios for different low-altitude flying activities.
The amendment orders will be tabled at the Legislative Council on 28 May, with a targeted commencement date of 18 July.
