Taxis to install journey recording systems

And, allow electronic fare payment.

All taxis will be equipped with Journey Recording Systems (JRS) and will allow payment of fares via electronic payment (e-payment), according to Government Gazettes published on Friday.

JRS will record cabin video with sound as well as front and rear views of the taxi, and it will also obtain the taxi's location through the Global Navigation Satellite System.

This will help curb the illegal behavior of taxi drivers, improve driving safety, and safeguard the interests of both drivers and passengers in the event of disputes.

To protect the privacy of passengers and drivers, records and data of JRS will be encrypted and only allow law enforcement agencies, the Director of Transport, and authorised persons to access.

The Transport & Logistics Bureau (TLB) will announce relevant regulations through various channels in the second half of 2025.

The bureau will also start the authorisation of JRS installation suppliers from Q4 2025. After all installations are completed, the JRS will be connected to TLB's central information system.

In addition, all taxi drivers must allow electronic payment of fares from 1 April 2026.

TLB will arrange briefing sessions to help drivers learn about electronic payment methods.
