HA to enforce enhanced estate management measures
It will begin on 1 December.
The Hong Kong Housing Authority (HA) announced that it will implement enhanced measures of the Marking Scheme for Estate Management Enforcement in Public Housing Estates, starting 1 December.
Under the enhanced measures, three new misdeeds will be added, one of which entails feeding feral pigeons or other wild animals, carrying seven penalty points.
Hanging or placing objects with a potential risk of falling from height outside the window, balcony, or façade will also carry seven penalty points and the application of a warning system.
The other item added, which carries 15 penalty points, involves resisting or obstructing the HA or person(s) authorised by the authority in the execution of their duties in accordance with the housing ordinance or other statutory requirements, or policies imposed by the HA.
The authority said it will step up publicity on the revised marking scheme and remind households in such estates to be public-spirited and empathetic to their neighbours.
