Highways Department signs deal for Hong Kong-Shenzhen rail link

The project is expected to go to tender in 2027.

The Highways Department has signed a consultancy agreement with the AtkinsRealis - AECOM Joint Venture for the investigation, design, and construction of the Hong Kong section of the Hong Kong-Shenzhen Western Rail Link.

The joint venture team includes the Shanghai Municipal Engineering Design Institute (Group) Company, KPMG Advisory (Hong Kong), and experts from various disciplines.

The department said it will work closely with the team to push forward the investigation and design work.

The project is expected to go to tender in 2027, with construction completion targeted for 2034. Testing and commissioning will follow, with the rail link set to open in 2035.

The 18.1-kilometre underground rail line will run from Hung Shui Kiu to Qianhai, with 7.3 km in Hong Kong and 10.8 km in Shenzhen.

It will include five stations: Hung Shui Kiu, Ha Tsuen, and Lau Fau Shan in Hong Kong, and Shenzhen Bay Port and Qianhaiwan in Shenzhen.

Hong Kong and Shenzhen have agreed to co-locate immigration and customs facilities in Shenzhen. The depot will be located in Ha Tsuen.
