Gov’t unveils development plan for Hong Kong Park in Hetao innovation zone
The park will enter its operational phase in 2025.
The government has released the Development Outline for the Hong Kong Park in the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone.
The plan focuses on four main objectives, including building a world-class research and development platform, creating a competitive R&D and pilot production base, fostering global innovation, and promoting institutional and policy innovation. It also sets two key five-year milestones for the Park’s development.
Chief Executive John Lee had previously announced the formation of a Steering Committee to guide the development of the Hong Kong Park, which includes key initiatives for improving the flow of people, capital, data, and materials between Hong Kong and Shenzhen.
The Development Outline follows the plan for the Shenzhen Park, published in 2023, which aims to make the Hetao Co-operation Zone a hub for technological innovation and pilot production in the Greater Bay Area (GBA).
"The Hetao Co-operation Zone, consisting of the Hong Kong Park and the Shenzhen Park, is one of the major co-operation platforms amongst Guangdong, Hong Kong and Macao under the National 14th Five-Year Plan,” said Lee.
“To better implement the country’s major strategic development of the Hetao Co-operation Zone, the Hong Kong Special Administrative Region (HKSAR) Government formulated the Development Outline, setting out the important development directions, strategy and target of the Hong Kong Park in the Loop and leading the high-quality development of the Hong Kong Park in the Loop through top-level design,” he added.
The Hong Kong Park, which spans 87 hectares, will enter its operational phase in 2025 after completing its first-phase buildings by the end of this year.
The next phase will focus on attracting businesses, investments, and talent from both Mainland China and abroad.
