Hong Kong rises to third in global competitiveness ranking

Its ranking in four competitiveness factors improved across the board.

Hong Kong’s global competitiveness continues to rise, moving two places to third in the World Competitiveness Yearbook (WCY) 2025, and returning to the global top three for the first time since 2019.

The report, published by the International Institute for Management Development (IMD), showed the city scored 99.2 out of 100 in total competitiveness, an increase of 7.7 points, and the largest amongst the top 10 economies.

In terms of the four competitiveness factors, Hong Kong rose to second on government efficiency and business efficiency, whilst its economic performance and infrastructure improved to sixth and seventh, respectively.

Hong Kong topped the rankings on competitiveness sub-factors like tax policy and business legislation. It ranked second on international investment, education, and finance, and third on international trade and management practices.
