HK implements advance flight info system to boost border control

A rollout phase will be implemented to allow over 100 operators to connect to the system.

The Immigration Department has implemented the Advance Passenger Information System, requiring aircraft operators to comply with the Immigration Regulation by transmitting advance details on flights and passengers bound for Hong Kong.

This measure enables Hong Kong to meet the aviation security requirements of the Convention on International Civil Aviation. The department added that the system will help prevent undesirable individuals, including potential non-refoulement claimants, from entering the city.

During check-in, aircraft operators will capture the required passenger information from travellers' documents and transmit it, along with aircraft details to the system, the department explained.

The system processes the data and sends a response message back to the operator, directing whether to allow or deny boarding for each traveller.

The department noted that the rollout will be carried out in phases to allow over 100 operators to connect to the system.

A transitional period of around 12 months will be in place. Offences, defences, and miscellaneous provisions under Parts 4 and 5 of the regulation will come into effect once this period ends, the department added.
