
Gov’t to refine eHealth system with new bill
It will provide a legal framework for a comprehensive personal electronic health record.
The government will publish the Electronic Health Record Sharing System (Amendment) Bill 2025 on Friday to refine the legal framework for eHealth.
The bill will provide a legal framework for establishing a comprehensive personal electronic health record, including a streamlined consent mechanism.
The Secretary for Health will be authorised to require specified healthcare providers to deposit designated health data into personal eHealth accounts.
The bill also proposed to expand eHealth access beyond the 13 statutory-registered healthcare professional (HCProf) categories.
Access will extend to those under the Department of Health’s Accredited Registers Scheme and specified HCProfs in Government- and Hospital Authority-managed facilities, subject to patient consent.
